Hope Now, or no hope at all?

I recently heard about a government program that is providing assistance to homeowners who are facing foreclosure. Many mortgage lenders are part of this alliance, our lender included, but I don't think we qualify for help because we aren't delinquent with our payments. I’ve read here and there that the program is not doing as well as expected. Have you heard about it? What’s your take on it?
